The observed parameters include material parameters such as bulk and surface conductivity, emission yield; radiation-induced parameters such as radiation-induced conductivity, modified emission yield, field-enhanced emission; charging/discharging parameters such as stored charge, surface potential, time constants of charging and charge dissipation; electrostatic discharge parameters such as discharge current, rise time, impulse width, type of discharge; external environment such as temperature, pressure, electron energy and current, geometry of material. The significance of charging/discharging testing of spacecraft dielectrics is proved. Preferable ground electron charging testing methods are given. The methods are charge storage method, radiation-induced conductivity measurement under gamma-irradiation, non-contact surface potential measurement, electrostatic discharge current measurement with current probe. Keywords: spacecraft charging, dielectrics, electron beam, surface potential, electrostatic discharge, conductivity.
